BACKGROUND Study Commission Membership [contents of background section] When it created the AWBA, the
Arizona Legislature created a Study Commission to investigate
opportunities for additional water banking uses, identify
mechanisms to encourage participation in the program by Indian
communities with rights to Colorado River water, and review the
first year of the AWBAs operation. The Study Commission
consisted of the AWBA members and two ex officio members plus nine
people appointed by the Director of the ADWR. The ADWR provided
staffing for the Study Commission with the AWBAs assistance. The AWBA Study Commission consisted of fourteen members. Five of the members represented the AWBA and the other nine were appointed by Rita Pearson, the Director of the ADWR. The appointed members represented municipal and industrial water (M&I) users, agricultural water users including those that do not use the Central Arizona Project (CAP) facilities, persons interested in CAP issues, persons interested in Colorado River issues, persons from Indian communities, and persons affiliated with environmental interests. All appointed members must be knowledgeable in water resources management in Arizona. The following individuals served on the Study Commission: Rita Pearson, Chairman, Mary Ann Antone, Karen Barfoot, Cynthia Chandley, Esq., Bill Chase, Larry Dozier, Tom Griffin, Gary Hansen, Mark Myers, Paul Orme, Esq., Donald Pope, Lawrence Robertson, Esq., John Sullivan, and Richard Walden. The ADWR and the AWBA provided staff support for the Study Commission. |
